As far as i remember you could get a emergency broadcast receiver, i think once a week, from good old Iteration Helios in the flying ball of glory (Known as The Anomaly). I started a completely new Save with Custom Difficulty but dont seem to get my emergency broadcast receiver from Helios anymore.
